This is in response to your FOJA request sent to this office for response by the Department of Energy’s (DOE) Office of Information Resources. You asked for information regarding equipmen and installation costs at the Prosperity solar facility.

Enclosed are copies of documents located in the National Energy Technology Laboratory’s (NETL) files regarding participation in work at the Prosperity Switching Station. NETL was involved with the battery energy storage system at the site, not the solar (photovoltaic) portion; however, the enclosed documents are being sent because the work was performed under Cooperative Agreement No. DE-0E0000230 with the Public Service Company of New Mexico (PNM) which is linked to the Prosperity site.

Certain information was withheld pursuant to Exemption (b)(4) of FOIA including labor costs and cost share information.

Exemption (b)(4)
Information is withheld under Exemption 4 of FOIA (5 U.S.C. § 552(b)(4)) in order to protect trade secrets and commercial or financial information that are obtained from a person and that are privileged or confidential. The information is considered commercial because the companies submitted this information to DOE for the purposes of doing business with the federal government, The information was obtained from a person, because “person” covers a broad range of entities including corporations and associations. Nadler v. FDIC, 92 F.3d 93, 95 (2nd Cir. 1996). Information that is required to be submitted to an agency is confidential if its release is likely to cause either substantial harm to the competitive position of the submitter or impair the agency’s ability to obtain necessary information in the future. National Parks & Conservation Ass’n v. Morton, 498 F.2d 765 (D.C. Cir. 1974). The commercial information and business processes and strategies described in their applications were “required to be submitted” because they were a prerequisite to consideration for a financial assistance award.

Then costs of demolition, safe disposal of equipment and landscape restoration is required for environmental reasons if the turbines can't be placed back into service?

Field Trip to NEXTEra's New Mexico Wind Energy Center revealed 9 turbines not spinning north of Hollywood and Vine.

Gear oil seen leaking down the side of spinning turbine 113.

Questions:

1 How much to clean up and replace seals on 113? Contractor bid please.

2 What is wrong with non-spinning turbines 50, 61, 64, 67, 81, 88, 94, 107 and 126?

Site employees verified responses please.

3 How much to repair and place back into service each of the above turbines. Contactor bids please.

4 How much to remove, safely dispose and restore landscape for any of the above turbines which are deemed unrepairable for economic reasons. Contractor bids please.

Our analysis quantified the large scrap price and demo cost escalation risk being assumed by the local community. To protect the community, the permitting agency should require a bond of a minimum $100/K per turbine ($12.4 million) to capture demolition cost escalation risk. If the wind developer can convince the bonding company of the high salvage value, then they should be able to negotiate a lower rate for the bond. If they were right, there would be very little price difference for a larger $12+ million bond. Shift the risk to the bonding company. Let the developer and bonding company assume the price risk — not the community.

10 Liberal arts 'educated' thought processes learned while at Whitman College 1956-1959.
Throughout the late 1950s the faculty congratulated Maxey for raising funds for the library
building, scholarships, and the endowment, which had risen to about $3,800,000 by 1956.
He assured professors that Whitman could offer them as “fine a professional future as any
college of similar character.”2 Maxey, as always, tempered his optimism by cautioning them
that the school was dependent upon the ability of the students to pay their bills, but
said: “If the American economy has a future, then Whitman College also has a future.”3

In 1956 Maxey presented to the faculty another set of flattering financial numbers, and
the leader must have startled his listeners — many of whom took summer jobs in the
canneries in order to survive financially — by predicting “that the time is not distant
when thesalary schedule of Whitman will be the best anywhere in the Unit- ed States.”4
In 1957 the president informed professors that, because of the school’s improving financial
position, a new salary range of $5,000 for instructors to $i0,000 for full professors was
possible. This new salary structure would nor yet make Whitman the leader salaries at
public schools were still higher—but it would make the school “comparable to the best
Pacific Coast colleges.”5

Few faculty wives worked outside the home at this time; they stayed home and reared
their children. Many faculty families struggled to pay their bills, and to provide music
lessons and ski equipment for their children. Thus, in the summer many professors
worked in the canneries during pea harvest, or later in the wheat harvest.6 Historian
Ronald Sires boasted that he now had a position at a grain elevator, which allowed him
to read on the job
. Discontented with their meager salaries, faculty members told each
other that they deserved improved salaries. A few individuals, lacking Maxey’s blessing,
received markedly smaller paychecks than those awarded to his favorites. Professors
seeking salary adjustments rarely convinced Maxey that they had a legitimate case.
When Louis Perry became president, faculty members either grumbled to him about
low salaries and his predecessor’s hollow predictions about increased compensation,
or they accepted Maxey’s view that the president simply could not raise the overall
salary level. [page 486]

Consider the matter of the plastic keys. The story starts in January 1979, when the shah fled Iran. Within a month, the newly formed Revolutionary Guards had executed the shah's generals, vested power in Ayatollah Khomeini, and otherwise gutted the leadership of a previously strong regional power. Saddam Hussein, in neighboring Iraq, saw an opportunity. He wanted to reclaim rights to the Shatt al Arab waterway, part of the Iran-Iraq border and a key route for the export of petroleum. The shah had forced Iraq to relinquish those rights in ?. Saddam invaded Iran in September 1980, and for a while things went well. At first, the leaderless Iranian military forces were hopelessly ineffective.

Ayatollah Khomeini then hit upon several theologically correct solutions. One was the creation of the Basij Mostazafan, the mobilisation of the oppressed. These were to be volunteers who would embrace death with religious enthusiasm forerunners of Hesbollah. The Basiji were to become an arm of the Revolutionary Guard. Mahmoud Abmadinejad was an early Basij. To this day, he occasionally reappears in his Basij uniform. In the early 1980s, as the battle lines stabilized, and as the Iranian military got organized, Saddam turned to minefields and chemical weapons to maintain his positions in the face of serious Iranian assaults. To breach the Iraqi lines, the ayatollahs in Iran called on the Basiji for volenteers, men to march across the minefields. Those responding were the children of Iran, boys from the countryside.

The purest joy in Islam is to kill and be killed for Allah, Khomeini assured the children. To validate this guidance, the Iranian government purchased half a million small plastic keys from Taiwan. Before each march across the Iraqi minefields, one of the Taiwanese keys would be hung around each child's neck, assuring him of immediate passage to paradise.

Iraqi officers were appalled; barely armed teenagers were marching toward them in straight rows. When one boy was blown apart, the child in back would step over his comrade's remains to continue tbe advance. If was like the Russians at Stalingrad. "It makes you want to scream, to throw away your weapon," one Iraqi defender cried.

As the Economist put it in a September 1983 article, "Iranian boys of twelve, wearing keys to heaven around their necks, are among the most rapidly consumed cannon-fodder in the corpse-hungry Iran-Iraq war... Nine out of ten get killed as they march before their elders into the Iraqi minefields."

A half-million Basiji were sent to the front lines. Perhaps only half came home, but Mahmoud Ahmadinejad was one of them. The Iran-Iraq war lasted for eight years, took a million casualties, and settled nothing, but it clarified the role of Allah in the mind of that young survivor, Mahmoud Ahmadinejad.
