That compares with an average price of $34.34 a megawatt-hour for power, primarily from coal and natural-gas plants in the Midwest, including Iowa, last year, according to Energy Department data.

1. Any wind energy system found to be unsafe by the building official shall be repaired by the owner to meet federal, state and local safety standards or removed within six (6) months.
2. Any wind energy system for which electricity is not generated for a continuous period of twelve (12) months shall be considered abandoned and the owner of the system shall remove the turbine within ninety (90) days of receipt of notice from the County instructing the owner to remove the abandoned wind energy system.
3. Decommissioning plans shall be submitted as part of the application for any wind energy system that describes the anticipated life of the wind power project, the estimated decommissioning costs in current dollars and the anticipated manner in which the wind power project will be decommissioned and the site restored.
4. Decommissioning shall include removal of wind turbines, buildings, cabling, electrical components, roads, and any other associated facilities.
5. Disturbed earth shall be graded and re-seeded, unless the landowner requests in writing that the access roads or other land surface areas not be restored.
6. A performance surety, in a form approved by the County Attorney, shall be submitted by the applicant prior to the issuance of a building permit in order to ensure removal of the wind energy facility when it is no longer to be used for wind generation.

Manufacturers dont have to write their own driver unless they want the device to do something out of the norm. If this device that your trying to communicate with was manufactured by a small company or produced in small numbers, chances are it uses one of the generic drivers. > The first thing you need to do is enumerate the device. The old program was called USBcheck (or something close to that) I dont know what the name of the new program is but it's available for free. Since 2002, photovoltaic production has doubled roughly every two years, increasing at a yearly average of 48%, making it the fastest growing energy technology. By 2008, PV installations worldwide had surpassed 15 GW and the end is not in sight. However, as Obi-Wan might paradoxically put it, "There is a Dark Side to sun power.

Eventually, existing installations will reach the end of their useful lifetimes, requiring replacement. One of the seeming contradictions of producing the means to generate clean renewable energy is that you must manufacture them using stuff that can be pretty deadly to the environment such as ammonia, arsine, cadmium sulfate and diborane. And when you discard these installations, effluvia such as arsenic are released during solar cell decomposition, and then there is all that chromium in screws and frames. So what do you do with the things?

At present, no laws forbid someone from just tossing them and adding a little extra deadly chemistry to the closest dump. Obviously, with PV being such an integral part of the "green" movement's chimerical goal of absolutely clean, renewable energy, recycling comes to mind. However, this is nor as simple as separating cardboard from glass on garbage day. But all is not lost...

Some PV manufacturers have expressed their willingness to take discarded modules and reprocess them at their expense. First Solar, for example, will take everything back and reprocess it, producing new panels. The only hitch is that they have to have been First Solar panels to begin with. Other manufacturers have similar plans. It makes sense to recycle, because although the cost of producing the new module from the old is about the same as manufacturing an entirely new one, it takes only 25-30% of the energy to produce. As the volume of discarded systems ready for recycling increases, doubtless the cost factor will become even more attractive.

Nevertheless, the Silicon Valley Toxics Coalition (SVTC) believes that manufacturers must do much more to protect the environment by reducing and eventually eliminating the use of all toxic materials, as well as designing their systems for easy recycling. The goal is to have manufacturers take responsibility for the system's entire lifetime and beyond, by having it easily reincarnate as a new product.

PV Cycle, a non-profit environmental organization in the European Union, proposes a voluntary recycling initiative and urges manufacturers to start the collection and recycling of modules now, beginning with at least 65% of the PV modules installed in that continent since 1990, and to recycle 85% of what would otherwise be waste. "We want to make the photovoltaic industry 'double green,"' said Jan Clyneke, PV Cycle's managing director, adding that the PV Cycle recycling plan would be in place across Europe by 2015. By 2020, the EU estimates there will be 35,000 tons of degraded panels.

Although there is still no federal regulation specifically governing PV panel recycling in the United States, as in the EU the industry must meet regulations for waste disposal and hazardous waste; in California's case there is also the Hazardous Waste Control Law to be met, which following Golden State tradition is tougher than federal regulations.

But there is more to PV manufacturing than just recycling. According to the SVTC's white paper, "Toward a Just and Sustainable Solar Energy Industry," although the solar PV boom is still in its infancy, what it describes as "disturbing global trends" are emerging. It goes on to say that a considerable amount of the polysilicon feedstock material - the refined silicon used as crystalline silicon solar cells' basic material - is produced in countries like China, "where

It also quotes a March 2008 Washington Post report that at least one plant in China's Henan Province regularly dumps silicon tetrachloride, a toxic waste product of polysilicon manufacturing, on nearby farmland. The Post quoted Li Xiaoping, deputy director of the Shanghai Academy of Environmental Sciences: "Crops cannot grow on this, and it is not suitable for people to live nearby."

It is an open secret that besides what the West would consider miserly salaries as well as a lack of benefits and humane labor laws, another reason why manufacturing has moved to Asia is the region's lack of strong environmental laws and stiff enforcement. What is good for business is not necessarily good for the planet. All these matters must be sorted out, otherwise the concept of "green" energy will carry a sarcastic connotation. With current technologies a perfect solution is not an option; manufacturers and environmentalists both must be willing to show flexibility and compromise.

G. Removal of Defective or Abandoned Wind Energy Systems
1. Any wind energy system found to be unsafe by the building official shall be repaired by the owner to meet federal, state and local safety standards or removed within six (6) months.
2. Any wind energy system for which electricity is not generated for a continuous period of twelve (12) months shall be considered abandoned and the owner of the system shall remove the turbine within ninety (90) days of receipt of notice from the County instructing the owner to remove the abandoned wind energy system.
3. Decommissioning plans shall be submitted as part of the application for any wind energy system that describes the anticipated life of the wind power project, the estimated decommissioning costs in current dollars and the anticipated manner in which the wind power project will be decommissioned and the site restored.
4. Decommissioning shall include removal of wind turbines, buildings, cabling, electrical components, roads, and any other associated facilities.
5. Disturbed earth shall be graded and re-seeded, unless the landowner requests in writing that the access roads or other land surface areas not be restored.
6. A performance surety, in a form approved by the County Attorney, shall be submitted by the applicant prior to the issuance of a building permit in order to ensure removal of the wind energy facility when it is no longer to be used for wind generation.
And revenue received from sale of erratic and intermittent power, of course.

The US coal mining sector is in free-fall. The four largest US miners by output (Peabody Energy, Arch Coal, Cloud Peak Energy, and Alpha Natural Resources) which account for nearly half of US production, were worth a combined $34 billion at their peak in 2011. Today they are worth $150 million.

Last week, Peabody, America's largest coal company, shared its 2015 performance review. The report was ugly. This shouldn't be a surprise given the company's stock dropped from $116 to just over $7 within the year. Even more, analysts slammed the company's recovery plan. As of this writing, Peabody shares are trading at $2.11.

Before it went bankrupt, Arch Coal saw its profit margin in the Powder River Basin slide from $1.67 per ton to 26-cents per ton, according to company filings with securities regulators. Other companies have reported a similar trend.

[m]odernize our electric grid and allow us to export clean[?] [erratic and intermittent] energy to hungry markets in population centers like California – all without any federal subsidies.

The only exception allows SunZia’s anchor customer, SunEdison, a major renewable energy developer with a 1,500-megawatt [erratic and intermittent] wind project under development in Lincoln County, to reserve up to one-half of SunZia’s total transmission capacity.

If these projects stay on track, SunEdison is likely to take advantage of that privilege and take up half of SunZia’s capacity with [erratic and intermittent] wind power alone.

SunEdison, the solar-energy company that's been collecting scalps across Wall Street since July, was down 10% on Wednesday. That brings its one-year decline to 88%.

It is not because these areas of our state have excess coal, gas or nuclear power; it is because these areas are rich in wind and solar-powered renewable energy sources. And communities along the route support the transmission line because ranchers and other property owners stand to benefit from developing these renewable energy projects on their land.

In fact, while approving the SunZia transmission project, the State of Arizona lamented that it did not accrue more of the benefits, stating it “would be a tremendous gain for New Mexico.”

But this isn’t just about SunZia, it’s about seizing an opportunity to diversify our economy and chart a course for a more prosperous [maintenace and decommissioning costs] future for New Mexico.

We should be a major exporter of [erratic and intermittent] electrical power. We can spur substantial additional [errratic and intermittent] renewable energy development by adding the transmission capacity that will allow us to export clean [?] [erratic and intermittent] energy to markets in other states like Arizona and California.

In the months and years to come, we’ll surely have some tough choices to make – but whether or not to welcome the [installaation, maintenance, and decommsiioning]jobs and economic opportunities the SunZia project will bring isn’t one of them.

We need to send a strong message that New Mexico is open for business and that we are willing to embrace a brighter [erratic and intermittent] energy and [maintenace and decommissioning] economic future that will benefit both our state and our nation.

The process of decommissioning a wind farm is a complicated one as it requires at least two 150 ton cranes which are used to dismantle the turbines, tower houses, rotor blades and other related equipment and parts. In fact, offshore wind decommissioning is even more intricate and expensive, as the availability of shipping vessels, cost of shipping the components back on shore and cost of removing steel pillars form seabed need to be considered too.

Suddenly, almost two nuclear plants worth of extra power was sizzling down the lines -- the largest hourly spike in wind power the Northwest has ever experienced.

At the Bonneville Power Administration's control room in Vancouver, it was too much of a good thing. More electricity than its customers needed. More than the available power lines could export from the region. And more than the grid could readily absorb by ramping down generation at the region's network of federal dams.

So the edict went out: Feather your turbine blades; slash output. [Erratic output?]

It was an unwelcome instruction for wind farm owners, whose economics depend on generating electricity whenever possible. Yet it's one likely to go out with increasing frequency.

In 2013 Bulga Milbrodale Progress Association won an appeal in the Land and Environment court to block the mine, a decision that was later confirmed by the Supreme Court. No sooner had they won than the then Minister for Resources, Chris Hartcher, altered a crucial planning policy to ensure economic issues were given greater priority in the planning process. The mining company promptly reapplied and Planning Assessment Commission (PAC) has recommended it be given approval and the town moved.

Large-scale solar and wind generation are now on the liberal arts 'educated' agenda.
Gradually the public is getting the picture that this wind energy idea is turning into a megaflop, one that reminds us of early airplane designs with flapping wings. Wind turbine producers sure have taken governments and consumers to the cleaners – to the tune of hundreds of billions. The public was sucked into buying a real lemon.

Any wind energy system for which electricity is not generated for a continuous period of twelve (12) months shall be considered abandoned and the owner of the system shall remove the turbine within ninety (90) days of receipt of notice from the County instructing the owner to remove the abandoned wind energy system.
3. Decommissioning plans shall be submitted as part of the application for any wind energy system that describes the anticipated life of the wind power project, the estimated decommissioning costs in current dollars and the anticipated manner in which the wind power project will be decommissioned and the site restored.
4. Decommissioning shall include removal of wind turbines, buildings, cabling, electrical components, roads, and any other associated facilities.
5. Disturbed earth shall be graded and re-seeded, unless the landowner requests in writing that the access roads or other land surface areas not be restored.
6. A performance surety, in a form approved by the County Attorney, shall be submitted by the applicant prior to the issuance of a building permit in order to ensure removal of the wind energy facility when it is no longer to be used for wind generation.

Under a series of rulings by U.S. judges in Denver over the last year, federal agencies that approve mining projects have been told to take into account coal's indirect environmental impact along with traditional concerns about mine dust and equipment emissions.

The immediate effects of the rulings appear limited to a single mine in northwestern Colorado that could lose its permit if a new environmental review isn't completed within four months. But industry representatives fear the rulings, if allowed to stand, could set an example for other judges to follow and eventually threaten the mines that make up the backbone of an industry already facing uncertainty.

The new policy supports the growing fossil fuel divestment movement, which looks to abandon or curb investments in high-carbon energy, including mountaintop removal.

North Carolina officials are warning more residents living near Duke Energy's coal ash pits that it's not safe to drink or cook with their well water after tests showed contamination levels that is raising health concerns.

The state Department of Environment and Natural Resources said Tuesday that 152 wells tested near Duke's dumps failed to meet state groundwater standards. That represents more than 93 percent of the 163 wells for which tests have been completed so far.

Many of the tests results show high levels of toxic heavy metals such as lead, vanadium and hexavalent chromium. /TD>

Ultimately, SolarCity's customers are at the mercy of utilities because solar panels cannot generate electricity at night.

Batteries manufactured by Tesla (TSLA) may solve this problem by storing electricity in the day and providing electricity at night.

However, batteries are not cost competitive and will likely not be cost competitive for decades.

Executive Summary:

SolarCity (NASDAQ:SCTY) provides residential rooftop solar systems. Ultimately, SolarCity's customers are at the mercy of potential tariffs imposed by utilities because solar panels cannot generate electricity at night.

However, batteries manufactured by Tesla (NASDAQ:TSLA) could solve this problem by storing electricity during the day and by providing electricity throughout the night.

Coal production from the Lee Ranch mine began to decline when the Segundo mine opened. I think it still supplies all of the coal for the Escalante power plant. That plant uses about 900,000 tons a year.

Coal for the Cholla plant in Joseph City is coming from the Segundo mine since the McKinley mine shut down.

Coal for the Springerville and Coronado plants comes from the Segundo mine and various mines in the PRB in Wyoming.

Last estimate for PRB trains I had from the November 2013 for 11 months was:

176 trains for Springerville from Eagle Butte mine

122 trains for Coronado from East Black Thunder formerly Jacobs Ranch

They have also used PRB coal from the Antelope, Black Thunder, North Antelope, and Spring Creek mines.

In 2005 the Coronado plant at full power consumes about 277,000 tons of coal a month and the Springerville plant 257,000 tons.

TEP is observing that PV generating intermittencies associated with short timescale events, such as cloud passage and storms, are in fact swinging the controls of a 420 MW coal fired unit at the generating station. These impacts bring into question the capacity value of solar in the utility plant operations and emphasize the need to stabilize PV power output, perhaps through storage or inverter modifications, in the utility environment.

2.4.4 Decommissioning

The term of the BLM right - of - way grant to allow use of federal land would be limited to 50 years, although the useful life of the Project facilities is projected to be at least 50 years and up to 75 years. The transmission lines and associated facilities would be decommissioned at the end of the useful life of the Project if the facilities were no longer required (after 50 years, or longer with a new right - of - way grant or renewal). Subsequently, conductors, insulators, concrete pads, and above grade hardware would be dismantled and removed from the right - of - way. Tower and pole structures would be removed and foundations broken off at least 2 feet below ground surface. For the underground segments, the conductor cables would be removed for salvage and vaults would be backfilled with slurry or native soil . Project roads would be removed and the impacted areas restored. Roads may be left in place at the discretion land management agency or SunZia Southwest Transmission Project 2 - 17 Environmental Assessment for the Project Mitigation Proposal individual land owner . All areas of perm anent disturbance would be restored in accordance with a Termination and Reclamation Plan approved by the BLM Authorized Officer.

minutes in advance, let alone one day in advance. We’ve recorded many instances where the turbine has both ‘ramped’ up by 600 kW of output and decreased by 600 kW within a five-minute window. This is equivalent to 150 homes coming online almost simultaneously, and then going back offline – and this is just one turbine!

Our analysis quantified the large scrap price and demo cost escalation risk being assumed by the local community. To protect the community, the permitting agency should require a bond of a minimum $100/K per turbine ($12.4 million) to capture demolition cost escalation risk. If the wind developer can convince the bonding company of the high salvage value, then they should be able to negotiate a lower rate for the bond. If they were right, there would be very little price difference for a larger $12+ million bond. Shift the risk to the bonding company. Let the developer and bonding company assume the price risk — not the community.

The objections led to nearly a year-long impasses on SunZia – a 550-mile project that would carry clean energy from Central New Mexico to Arizona for export to Western markets – after the BLM released its environmental impact statement in June 2013. The military’s objections prevented the BLM from moving forward with a final record of decision on the project.

If no significant concerns are raised through the 30-day comment period, the BLM could move forward on a SunZia decision in January.
