Each module was apparently tested an certified for correct operation. Once all of the modules were tested, integration tests on the system performed. Problems discovered could be traced back to failing module[s]. Failing modules could be fixed ... and revision history updated. This process repeated until system certified for correct operation. Some programming languages (e.g., C++) are translated into instructions that run directly on hardware. We speak of compiling programs in that language onto a specific hardware architecture. Other programming languages (e.g., Java and Python) are translated to run on a common architecture: interpreters (or virtual machines) for that architecture can be written in a low-level language (like C, which targets most architectures) or in the machine's hardware language itself for maximal speed, so that exactly the same translated programs can run on any architecture that has the virtual machine program implemented on it. The compiling approach has the advantage of producing programs that execute speedily on real machines. But it is a large undertaking to produce a good compiler for a new architecture, and compiling a program can take a long time. The virtual machine approach is much easier to port to new architectures (it is just one smallish program that must be written to run on the new architecture) but the extra layer of software (even as well as we know how to write interpreters) above the machine reduces performance, often by a factor 2-10 or more. So there is no right way to write language translators: each approach comes with its own advantages and disadvantages, and each can be used/abused in situations. Please see the attachment. You can appeal this denial as explained in this letter. You will need to address the five factors before a determination can be made on whether to grant or deny the waiver of fees on appeal. Merely stating that there is “public interest” will not suffice. I address the five factors: (1) That the subject matter of the requested records concerns the operations or activities of the Federal Government; Response: Software standards/certification should concern the operations or activity of the FAA branch of the Federal Government. This was a concern in 1980 when I helped coauthor the Boeing 767 Software certification policy document based on directives of the Boeing 767 Software Standards document. (2) That the disclosure is likely to contribute to an understanding of Federal Government operations or activities; Response: The disclosure is likely to show that FAA abandoned software module restrictions in place in 1980 and before. Too large module size makes them difficult to understand. And thus not flight control correct operation certifiable, in 1980 and before thinking. (3) That disclosure of the requested information will contribute to the understanding of the public at large, as opposed to the understanding of the individual requester or a narrow segment of interested persons (to establish this factor, the requester must show an intent and ability to disseminate the requested information to a reasonably broad audience of persons interested in the subject); Response: Complex software modules make malware insertion difficult to detect. The "public at large" may wish to know that the plane they are on can be crashed under software control. And pilots will have no control to disable the software. I was hire by Boeing through Interglobal Technical Services because of my experience with small distributed computer systems. Specifically, Language Systems = Real Time Operating System [RTOS] + high Level/microcode language. Three member 767 Software Certification Policy set about how to certify these about 60,00o lines of code. How do you eat and elephant? First, cut it up into bite-sized pieces. Boeing 767 Software Standards document specified code module size. My copy of this document, sent to me by Pat Corey, was confiscated by Sandia National Laboratories in 1992. On 26 May 1991, the thrust reverser on the No.1 engine of the Boeing 767-300ER operating the flight deployed in flight without being commanded 3.2 Probable Cause The Accident Investigation Committee of the Government of Thailand determines the probable cause of this accident to be uncommanded in-flight deployment of the left engine thrust reverser, which resulted in loss of flight path control. The specific cause of the thrust reverser deployment has not been positively identified. No mention of software examination as possible cause of command source. Boeing 1991 767 flight control hardware/software 'upgraded' from 1980 design/implementation? We speculate. Software likely increased in size, we speculate too. Late 80's the c/batch assembler industry convinced management that their's was best technology and all others bad. c/c++ taught at American Universities. So it may be reasonable to suspect that 767 software later implement in c/assembler. Experince shows me that c/c++ technology does not limit size of software modules. 1980 Boeing 767 is flight certifiable because it is composed of small modules [less than one page of code?] which can be inspected to insure proper operation. If Mr Duff cannot find Atlas Air #3591 767-375 class similar documents, then software may not be flight certifiable by 1980 standards.
