Dear Judicial Standards Commission:

Purposes of this letter are

1 to bring to the commission's attention additional wrongdoing by New Mexico judges at the Appellate and Supreme court level in an attempt to aid former judge W John Brennan [http://www.prosefights.org/nmlegal/johnbrennan/johnbrennan.htm] from facing justice in prima facie case New Mexico 12 person jury trial lawsuits CV 0200203425 [supremecourt/exhibitk.htm] and CV 0200107794 [supremecourt/exhibitl.htm]for breach of contract and harassment.

Prima facie for the reason that evidence of guilt is in writing in court records.

Here is the evidence:

Receipts for 12 person jury trial lawsuits guaranteed inviolate by New Mexico and US constitutions.

Further, jury trial lawsuits cannot legally be dismissed by a judge as required by New Mexico rule 1-041 Dismissal of Actions.

We haven't gotten what we paid for and are guaranteed inviolate because of the actions of a number of crooked New Mexico judges.

2 seek appropriate, reasonable, and efficient remedy for settlement so that the New Mexico legal system can be rebuilt to deliver efficient justice to the citizens of New Mexico.

Former judge John Brennan and his assistant Art Gallegos attempted to prevent filing on appeal on CV 0200107794 [http://www.prosefights.org/nmlegal/johnbrennan/johnbrennan.htm#Gallegos] so an appeal was sent directly to then New Mexico appellate chief judge Richard Bosson.

Bosson apparently arranged to have the CV 0200107794 appeal docketed. See June 26, 2002 NOTICE OF COMPLETION & TRANSMISSION OF RECORD PROPER at http://7cities.net/users/billp/alaridpickardwechsler/alaridpickardwechsler.htm.

Despite the fact that plaintiff appellant Payne was in Alaska on his retirement trip and notified courts of his unavailability, appellate judges Alarid, Pickard, and Wechsler affirmed judge Scott's decision which was illegal under New Mexico constitution and federal constitutions. CV 0200203425 was appealed as well. Appellate judges Wechsler, Pickard, and Castillo affirmed judge Brown's decision which was illegal under New Mexico and federal constitutions. See http://7cities.net/users/billp/wechslerpickardcastillo/wechslerpickardcastillo.htm.

We then tried to appeal both CV 0200107794 and CV 0200203425 to New Mexico supreme court. However, New Mexico supreme court clerk Kathleen Jo Gibson refused to docket either appeal.

So we wrote certified return receipt complaint letter to supreme court judge Minzner and Maes.

Neither Minzner nor Maes responded.

So what we have here are a bunch of crooked, arrogant, and incompetent New Mexico judges and New Mexico supreme court clerk who got caught in writing denying us our right inviolate to trial by jury in CV 0200107794 and CV 0200203425 to help get crooked judge W John Brennan off off the hook. http://www.prosefights.org/nmlegal/johnbrennan/johnbrennan.htm

So let's work towards appropriate, reasonable, and efficient remedy by the Judicial Standards Commission insisting that judges Bosson, Alarid, Pickard, Wechsler, Castillo, Minzner, and Maes resign from the bench and the New Mexico bar association by Monday November 1, 2004 for reason of violation of oath of office.

All should have known, if they are competent that a New Mexico state judge cannot dismiss a paid for trial by jury lawsuit. Especially a prima facie case lawsuit for breach of contract and harassment directed that one of their fellow judges and lawyer. Crooked and convicted former judge W John Brennan.

This will save us all the effort of filing and processing additional prima facie judicial misconduct complaint with the Judicial Standards Commission.

The Judicial Standards Commission shall insist that a judge from New Mexico supreme court appoint a district judge from a district other than two and thirteen to

A oversee settlement of CV 0200107794 and CV 0200203425

B or, if settlement is not possible, schedule trail by jury of 12 as required by New Mexico and federal constitutions by Monday November 1, 2004.

Otherwise, we must take further steps toward settlement.

We assume that all Judicial Standards Commission members are on Internet.

But, just in case some are not, we will send a hardcopy of these pages to the commission.

Time and technology has arrived to help clean-out and -up the obvious corrupt elements of the New Mexico state court system.

Response to our October 20 2004 settlement letter.


Today we received your letter that was postmarked dated October 20, 2004. (Please note our new address on this letterhead, as it caused a delay in the postal service delivery.) We will be happy to review concerns you wish to bring to this Commission's attention; however, the Judicial Standards Commission Rules and Regulations require that we obtain a verified (notarized) complaint before we initiate our review.

We are enclosing the required complaint for your use. If you wish to file a complaint, please be sure to read and follow the instructions carefully to ensure your complaint will receive the Commission's prompt attention. We are also enclosing a copy of the Commission's brochure, so that you may understand which issues are within the Commission's jurisdiction.

Please also note that the Commission's jurisdiction is limited to judicial misconduct. The Commission has no authority to review allegations of misconduct lodged against attorneys.

But first we must finish the response to Becker. By local rule we have 14 days to respond

We want what we paid for.

So far we've been defrauded out of $2,179 New Mexico state jury trial prima facie case lawsuits by criminal members of the legal profession. See Exhibit A, Exhibt C, Exhibit E, Exhibit G, Exhibit H, Exhibit K and Exhibit L in our petition.

We speculate that things are going to get much worse legally for the opposition this week.

The Judicial Standards Commission must have a charter so let's read it.

Getting crooked judges Kenneth G Brown and Robert H Scott fired isn't getting us our money.

Payne just talked to lawyer Randy Roybal.

The Judicial Standards Commission just moved.

Roybal said JSC filled out a change of address card.

Our complaints will be forwarded to the new box, Roybal said.

Payne talked to lawyer Ricardo Gonzales to bring Gonzales up to date on our legal project.

Gonzales reported that the Judicial Standards Commission will probably try to cover up for judge Barnhart, Brown, and Scott. This may be hard since we have prima facie cases.

We asked Noel, head of New Mexico JSC, for a 30 day update. That is due on September 10, 2004.
